Update arm build document #184

Post https://github.com/archlinuxcn/repo/pull/2795 and also includes some fixes to devtools-cn and devtools-arm.

Just finished testing on 32bit arm as well and verified that it works. Building 32bit package on 64bit has the know issue as documented on the page and I also don't currently have a 64bit arm machine with compat enabled in the kernel....

This can be merged after https://github.com/archlinuxcn/repo/pull/2795 runs through the build server.
