Ensure all packages are rebuilt clean on Catalina #6

Some packages have been built locally on High Sierra, so this may pose dylib issues on Sierra. Also, unwanted dependencies could have been linked in at build time.

Moved to GitHub Actions, which supports Catalina as a minimum (and only for now) version, so changing that task to rebuild everything clean on Catalina.
