Fix the issue in 9.6 SEEDDB Crypto not uses 7.x NCCH crypto. For example, Manual Partition and Pony Pets 3D (Japan).

I'm testing 'if uses7xCrypto or usesSeedCrypto' works fine. Also, We need to generate two ExeFS xorpads. We generate only one ExeFS xorpad is the cause of the issue.
