Add Fly.io deployment checks #21

Fly.io issues app health checks which are currently blocked by our rules.

If a bot is not in this list, it will never be blocked by the detection, so it is not being blocked currently.

I'm happy to add this but I can't find any documentation on how the fly bot identifies itself via user agents. Can you reach out to fly to locate that documentation?
