Remove .NET Core 2.2 support on `Arcus.EventGrid.Testing` package #161

What feature would you like to have? .NET Core 2.2 becomes unsupported.

Is your feature request related to a problem? Please describe. We should move towards .NET Core 3.1 in both the package as the tests.
