We have moved the Web API security functionality to the Arcus.EventGrid.WebApi.Security project, but the Arcus.EventGrid.Security package is still available on NuGet.

We should mark the Arcus.EventGrid.Security NuGet package as 'deprecated' so consumers know this is no longer maintained.
