Remove the `Arcus.EventGrid.Security` project #210

Is your feature request related to a problem? Please describe. When refactoring the Web API security functionality related to Azure Event Grid, we have moved this to a specific project called Arcus.EventGrid.Security.WebApi and also introduced the Arcus secret store for secret retrieval. The Arcus.EventGrid.Security is therefore made obsolete.
