Adds an AssertCsv test assertion to the assertion library with user options based on the available functionality in the Testing Framework.

AssertCsv
- Equal compare two CSV tables
- Load load raw CSV contents to a CSV table
CsvTable custom model to represent a CSV file, specifically crafted to handle the navigation of comparison.

This should conclude the assertion functionality and follows-up #101
