Implement Azure Computer Vision to scan attachments on the server and if considered bad, automatically warn + mute the user until STAFF can review and decide on a course of action.

This feature will require that https://github.com/Techwavz/DiscordBot/issues/4 be completed prior to execution.

Spoke with @1xshell and he'll start thinking about what we want to filter and the sensitivity levels.
