Thumbnails are not shown

What steps will reproduce the problem?
1. I uploaded several images but it does not show thumbnails (not even create 
them)
2. I already tried different chown and chmods on the thumb folder
3. When I try to upload a logo it is not shown, but I get an everything-ok 
message

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
the latest stable

Please provide any additional information below.

I had the same problem. I have apache and installed it with softaculous. It 
helped me after reading 
http://www.jeffkee.com/timthumb-php-404-apache-php-security-chmod-755-777-error-
lo/ and changing the permissions of folders includes - timthumb - cache - 
timthumb.php - index.html and timthumb_cachelastcleantime.touch from 777 to 755
