Consider adding an option along the lines of "Yes, but it involves paperwork or other obstacles" in between options 2 and 3 below:

Note: take another look at the middle option, because it is no longer a "Yes"

Update the third answer with an OR that explains legitimate use case for administrative hoops, like vetting, sending an email, embargo etc.

• updated the middle answer to a 'No' flavor
• updated the order of the answers from Maybe-No-Yes to No-Maybe-Yes
• updated the 'Yes' flavor answer to include getting a copy of the software via an administrative procedure such as vetting or sending email
