perma.cc and webcitations.org memento data #12

find out where/when/how their data is pulled into memento. If it is dynamically updated, no need to present the icons on the citations page, so can get rid of that clutter

at the current time, it looks like WebCite support should remain, but they may have some funding issues, and they are not currently Memento compliant. Perma.cc did recently receive funding to become memento compliant, so that might be the best bet at the moment.

Closing this for now. While the functionality is still there, we are not using WebCite at the moment for the reasons noted above. And even if Perma's data was ingested into memento immediately, we'd still want to link to OUR perma link as opposed to just sending the user off to memento with no clear visibility that we are contributing to those results.
