working with directories via perma API #25

Ask perma folks if possible to write archive to a folder from the get-go, instead of creating the archive then moving it (as this requires two API calls).

If this is possible, might want to create new directory for each opinion that has a citation, then write the citations archive within that directory.

I think the best approach would be to create a new perma folder for each opinion, and stored citations together, by opinion. Thus, I;m still interested to hear how perma respond to my question above (haven't heard back yet, but will post the response here when I do), but based on the previous statement, it seems like we'll need to interact with the perma folders endpoint anyway to check/create folder by opinion name.
