Effort was made on the developers list some years ago to get this made and published: https://www.arduino.cc/en/Reference/APIStyleGuide

Also, many years ago I wrote this http://playground.arduino.cc/Code/Library

This should be fixed (and I can do it, just let me know).

Yes, please! You can start to review the Style. If your fixes have impacts on API or functions exposed to the users please let me know before do it. :) Ciao!
