Arduino Uno - with and without USB cable - produces different results #2027

Using UNO and PT2272M4 (315MHz RF remote control) to control a robot tank. When with USB cable plugged in, the result is correct. When unplugged the USB cable, the remote keyfob works in a inconsistent way - not all 4 keys work.

I suspect this is a bug.

the tank has a different power supply, not from the UNO.
