Updated tools to newer version (same versions as Arduino-samd). #131

These versions also do have an ARM64 versions.

For this change to work properly (without having cores installed that also use these tools - e.g. Arduino-samd) we also need to update the core package_index.json.

Hi, I think it would be great that the toolchain is updated. As a solution I am experimenting in creating enhancements to this repo as it doesnt seem active.
