This PR has various updates for the tree-sitter-latex branch

Add hyperref
Add luacode
Use control sequence and begin/end aliasing

I've published v0.1.0 of @dicy/tree-sitter-latex so this PR is probably ready for an initial merge. Obviously its not really done in terms of assigning all of the syntax scopes possible, but the truth is that I don't really know what you are planning for v2.0.0 or how closely you want the scopes to match the legacy parser.
