Adding two cameras FLIR_BFS_PGE_19S4M and FLIR_BFS_PGE_88S6M

After merging this I found that it appears the .template and .adl files were produced with an older version of the Python scripts, not the ones in R1-9. I reran the scripts on the 2 XML files and generated new versions of the files. The main differences is that the scripts now detect what features are read-only, and do not generate output records for them.
