First round of work on PICAM driver #1

This was developed mostly using QuadRO camera. I have done some limited testing with PIXIS using demo cameras. Some work is still needed to get Kinetics mode going but I believe that I need to get my hands on an actual PIXIS camera for that. No support as yet for Pulse or Modulation data types.
