Problem with iocs/simDetectorNoIOC/simDetectorNoIOCApp/src/Makefile #1

There is a problem with iocs/simDetectorNoIOC/simDetectorNoIOCApp/src/Makefile. USR_INCLUDES are not conditional on XXX_INCLUDE being defined, and they are missing -I prefix.
