I've followed your instructions.

I'm able to break the carrots and wheat etc.. although, it doesn't drop any of them and it spams chat with "You don't have permission to build here"

What world guard flags do you have enabled? You need to define a region and allow the breaking and placing of blocks or else world guard won't allow you to harvest crops.
