Doesn't look like it is calculated.

I briefly glanced over the mutilate calculations and did not see any where 
that tier 9 4 piece is calculated.  Furthermore, it is reflected in the 
program as equipping a tier piece getting the bonus and not getting the bonus 
is roughly equal.

It is modelled, look in Modifiers.java

It's just a very weak set bonus, especially for mutilate.
