What steps will reproduce the problem?
1. go to buffs panel, notice many buttons, notice no enable/disable all button.
2. go to debuffs panel, notice many buttons, notice no enable/disable all 
button.

What is the expected output? What do you see instead?
I want to see enable all and disable all buttons on the buff and debuff panels.

What version of the product are you using? On what operating system?
