ADBDEV-5743: [Java] Extend support for year > 4 digits and BC/AD dating notation

Add extra support for wide range dates to Fragmenter.

• Refactoring of jdbc.partitioning package, DbProduct, JdbcResolver
• Fix bug in IntPartition (Long == Long)
• Support wide range dates in PartitionType.DATE.parseRange()
• Support wide range dates in DatePartition.toSqlConstraint() if isDateWideRange is true
