Expose bought living story, fractal and account upgrades #382

Update: A year later with more maps being added with account-wide unlocks, I think it's safe to say that a separate endpoint like /v2/account/unlocks and possibly /v2/unlocks (or maybe upgrades) is a good idea.

We currently have (non-exhaustive list):

Original: There are map upgrades like Bloodstone Empowerment and Karmic Retribution that, once bought, are unlocked for every character. I'm not aware of any other upgrades that work like this.

Not sure where this might fit in. Maybe it's small enough for /v2/account, or maybe it will be used more often in future upgrades (or when there's already more account wide unlocks like this, maybe combine it with the home instance nodes?) and warrants its own endpoint like /v2/account/unlocks.

The Bloodstone Fen gliding skills also work like this.

Nowadays it also applies to the Karmic Retribution in Bitterfrost Frontier. But those are separate from the one in Ember Bay of course. We now also have the torch skills in Bitterfrost Frontier.

Now that I think about it, I think this can include almost every unlock or upgrade you can only buy once at a vendor. Might be easier to check it this way as well. Although I think a whitelist might be needed for this.

They'd have to be hardcoded, since the upgrades are all generic one-offs that set a flag that a script somewhere checks. That's not that big of a deal, but the way the system is implemented effectively prevents me from taking a more generic approach :<
