Add /v2/novelties and /v2/account/novelties #642

Already voiced before, but just adding it here for completeness sake:

I'd like another set of API's equivalent to /v2/skins and /v2/account/skins for all parts of the novelties (chairs, instruments, held items, toys and tonics)
