[Request] Support for Sega Dreamcast #1002

Describe the solution you'd like Other than future support for Sega Saturn (see https://github.com/ares-emulator/ares/issues/781), I bet if this emulator would support the Sega Dreamcast console. It is the last-ever console the company has ever made, and it supports online play. (You wish.)

Additional context Both the main console and the Visual Memory Unit (VMU) should be emulated, as well as the built-in modem integrated into the console.
