[Request] Slow motion hotkey #424

It would be really cool to have a shortcut that allows slow motion (e.g.: reduce the emulation speed to 50% while a certain button is pressed and when released, the emulation returns to normal speed, as happens with fast forward)

It can even have no assigned key by default (and the user chooses any key they want to in the Configuration->Hotkley). But some other emulatores uses [E] or [-] (minus).
