Took me a few tries to get the formatting right - this is effectively just the HACKING file from the main part of the repository with some GH specific markdown

this is looking pretty good now but I want to add a small paragraph on reporting issues to bugzilla as well

Formatting looks good :+1: I also agree on the Bugzilla part. After all it is still the official Banshee bug tracker.
