make zenodo after merging in cycamore::reactor optional flag #14

Thanks @jbae11 for creating the zenodo https://doi.org/10.5281/zenodo.1419110! I've added it to the bib and I think we'll be ready to submit!

I think this issue should be reopened since this issue is for later when the Cycamore::Reactor PR gets merged in. In that case we'd have to change the Cyclus input file (.xml) in transition-scenarios to reflect that optional flag, thus making another zenodo (or transition-scenarios release v.4.0.1 )
