Issue273 : Fixing missing university logo in header

Summary of changes

The live online version of the Illinois logo is hosted on Box, but sharing permissions were recently reduced. Thus, pointing to it from a live site no longer works. Rather than point to a live version of the logo, we now host our own version of the logo in the img folder and point to it directly from header.html.
