Update PR Review checklist link in the PR template #320

Currently, the link to the group's PR Review Checklist doesn't work from an open PR. The link is currently a relative link in the repo.

Expected Behavior

When someone opens a PR, there should be a working link to the group checklist for reviewing the contribution.

Actual Behavior

Currently the link goes to the GitHub instead of the website, but the link wasn't formatted properly so it goes to Not Found.

Steps to Reproduce the Problem

Go to an open PR, and click the link therein.

How can this issue be closed?

This issue can be closed by a PR to the repo that updates the PR Review Checklist to the correct link.
