If there is only one tech preference and it has a negative number (ie. you don't want it to deploy anything at specific time steps), for example if you set it at -1 for all time steps or if you set it at t-2 when you only want it to start deploying at time step 3, it still continues to deploy facilities despite the pref being a negative number.
