Update Documentation #294

Update the README of this repo to be more clear on installation instructions, provide some guidance on installing dependencies, and some troubleshooting advice should issues arise. Use advice from #293 and #278.

Additionally, the license needs to be updated. It does not list ARFC as the license holder.

Additionally, change the reference in the first paragraph of the README.md from deterministing optimization (DO) to deterministic optimization (DO)
