Perform predicting-the-past simulations for EU region

Now that the US region has been performed, a same analysis should be done for the EU region.

Simulation has been completed for the EU region. The cyclus input file used for the simulation assume the following:

• If a end_date for reactor is not specified in PRIS file, then the lifetime of the reactor is assumed to be 720 months (60 years)
• If a reactor is not BWR, PWR data is used (This will be updated soon once the book arrives)
• Sink facility for SNF is available at the start of the simulation
• Reactors are deployed within Institutions that are named after their nation
• Recipes for fresh and SNF are the same as the ones used for United States

Simulations are now complete. PWR data is still used for reactors that are not BWR nor PWR.
