PR #129 corrected the efficiencies of the ELCVCL and H2VCL technologies in the file 09_uiuc.sql.
However, PR #130 added the file 10_uiuc.sql with the wrong efficiencies.
I guess this happened because I was working on both PRs simultaneously.
This issue can be closed when a PR updates the efficiencies in 10_uiuc.sql.
Luckily, 11_uiuc.sql is fine because it was produced from 09_uiuc.sql.
