Adds CEJA scenarios and updates UIUC land scenario #171

The only change in the CEJA scenarios is that IMPELC has zero carbon emissions by 2030 (linearly decreasing).

I also added the Capactiy to Activity line for 'nbine' in the UIUC_Land scenario. I calculated the emissions activity for impelc in the ghg_emissions notebook
