Updates to HALEU project

This PR contains the latest changes to the directory for the HALEU project for analysis of once-through transitions. All paths given are relative to the transition-scenarios/input/haleu/ directory. Changes include:

• Updates to analysis/once-through-analysis.ipynb
• Change the input files in inputs/ to use an agents:NullRegion instead of cycamore::GrowthRegion, and use a cycamore::DeployInst to deploy advanced reactors instead of cycamore::ManagerInst
• Files in inputs/united_states/buildtimes/ for the cycamore::DeployInst for each input file. These files were created using the functions in transition-scenarios/scripts/create_AR_DeployInst.py
• Corrections/updates to the advanced reactor cycamore::Reactor definition files in inputs/united_states/reactors to fix wrong commodity names or update core masses and cycle times.
• Add a line in run_multiple_cyclus_inputs.bash to remove any exisiting SQLite output files of the scenario name.

No worries, next week is perfect. I have another one or two PRs that I will have after this for some stuff that got back-logged waiting on PR #136 to get merged.

@gwenchee thanks for the suggestion. I have made a notebook in input/haleu/inputs to create the DeployInst file for the advanced reactors in the once-through simulations, and have removed the files themselves.

I think I have made all of your requested changes @nsryan2 and @gwenchee. Please let me know if I missed anything or if you think more things need to be revised.

I don't think so. I only see the three files to define the reactors in the united_states/reactors directory.

@abachma2 Oops, my bad, I realize that I was interpreting the file difference gui incorrectly. I'll merge your PR now.
