Generate the LWR files for the US fleet #169

I know this looks like a big PR, but that's because this automatically generates the individual reactor files for each LWR in the US fleet.

This PR contains the notebook that will allow people to recreate the files as I have generated them here, as well as the .csv of information pulled from the website at the time of generation in case there are updates in the future.
