add __validate__ and __validate_declare__ methods to the account contract
remove nonce management from the account contract
update testing framework
new code formatting
new folder structure
introduce namespacing to share code between ArgentAccount and ArgentPluginAccount

@delaaxe regarding formatting I'm now using the official cairo-format tool... which I agree produces a weird result. I may decide to scrap it and come back to something more readable later.

I have no strong opinion on folder structure, but I wanted something a little cleaner now that we have 2 account contract and will add more plugins. Happy to revisit that in the future, but for now I like it like that :-)
