Feat: Request to Change from hover underline effect to hover blinking effect in the footer section. #1262

Describe the feature

@arghadipmanna101 In the footer section there are underline hover effects and I want to change from underline to blinking hover effects. So, if you think this change will looks good then, please assign this task to me under gssoc'24.

To change blinking hover effects from underline hovering effects.
