feat(frontend) : Created the Home page #7

The following work has been done in this pr which accomplishes the milestones from week 3

  1. Created a responsive Navbar and Menu for toggling between various pages
  2. Created the Met Data informaton section which shares some context and background to the Datasets
  3. Created Dynamic card component to display the Introduction of Statistics and Visualizations (the content used here will be refactored after discussions with the mentor)
