Define a set of roles for users that can restrict the dataset manipulation. Some examples could be:

viewer: only can explore the records. Explore the dataset in a read-only mode
annotator: a role for annotator users. Can create labeling rules, change record annotations
reviewer: for advanced annotation flows. This role can resolve conflicts in the annotation agreement flow ( MUST BE DEFINED)
admin: can change settings, annotate, delete.
