Add the possibility to draw overlapping spans in the new SpansQuestion in the Feedback Dataset.

In some projects, users need overlapping spans.
Sometimes this is a full overlap with a different label applied to each span.
Sometimes this is a partial overlap where the label could be different or the same.

Add a configuration to the SpanQuestion that allows the possibility of overlapping spans.
