Switch DLIO Profiler to DFTracer.

This PR switches DLIO Profiler to DFTracer. Should be merged once the migration is finished.

• [x] Fix the utils file to use the new dftracer
• [x] Fixed CI to use correct env variables (Izzet)
• [x] Fixed CI to not duplicate DFTracer and DLIO benchmark install.
• [x] Fixed CI to clean up data, output, and checkpoints before manual testcases.
• [x] Switch mpich to openmpi as it has debugging symbols
• [x] Compile DFTracer in DEBUG mode to get symbols.
• [x] Enable DEBUG logging for DFTracer.
• [x] Once tested, Merge the branch and do a release of DFTracer. This would update the setup.py and requirements.txt
