Percent of total Mining Slot Ulixees bonded needs to scale based on historical usage #67

Without this feature, if Ulixee tokens are "Held" without running miners, we will eventually end up in a situation where only a few Ulixees are competing for mining slots, and wouldn't be able to fulfill the minimum.

We should probably scale this like difficulty, but based on the number of miners signed up for the last X slots in a rotating fashion. A v2 might also use the bonded argons as a litmus test

We want to aim for 20% more bids than slots on a 10 day trailing basis.
