feat(argo-cd): Update to Argo CD 2.13

According to release schedule, Argo CD 2.13 should be release next monday: https://argo-cd.readthedocs.io/en/latest/developer-guide/release-process-and-cadence/#release-cycle

Since we at Swiss Post tested a use case with 2.13, I already went through all the changes available upstream and added them to the chart.

Purpose of this PR is to validate it already against our CI and against the eyes of argo-helm maintainers 😉 .
