Deprecate project page for https://pypi.org/project/argo-workflows/ in favour of https://pypi.org/project/hera/ #13704

Summary

The python sdk needs a proper pypi project page. There's no telling

that this is the official client,
where to find more info,
where the source can be found,
where the docs are,
which argo-workflows version are compatible

When adding the argo-workflows package to your dependencies

This is a shame though. When searching "argo workflows" on Pypi, the first hit is https://pypi.org/project/argo-workflows/. Hera is the ninth.

@reinvantveer thanks for the insight, I was having a quick look at how we might improve the ranking but it seems exact name matching on the package name ranks the package highest (SO source).

We might be able to add some Meta tags to improve the ranking to be below the exact name matches
