Fallacy reports are not subject to upvoting and downvoting. Arguman users take advantage of the comments on fallacy reports to bully posters and no one has any recourse.
Potential solutions:
a) Make it possible to upvote fallacy reports or otherwise rate them
b) Do away with formalized fallacy reports. Encourage users writing rebuttals to indicate that the point they are rebutting contained a fallacy. Maybe with the option to bold the fallacy, or otherwise draw attention to it in their rebuttal?
