When outputs are published to CKAN, allow dynamically generated resource names #30

Some pilots in HiDALGO generate the name of the file to upload to CKAN (job outputs) dynamically depending on the time and date of execution and other parameters. We should allow users to define a format for the filename to upload and have croupier generate the name automatically.
